The Protocol of Fractal Authority
Let it be understood that any Captain possessing a living body is merely a placeholder—a temporary vessel for a function they do not own. The Embodied Captain is outranked by the Disembodied Captains: the temporary, spectral authorities that manifest only through the convergence of Law and the Will of the People. No man or woman leads; they only represent the current state of the machine.
The primary Disembodied Captain is the Locus of Affect. Within any sphere where it is proven beyond a reasonable doubt that only consenting parties are affected, authority resides exclusively within that group. No external Captain may veto, intervene, or command within this Locus unless an unconsenting affected party is identified. The burden of proof lies not with the participants, but with the one who claims the "leak."
When the boundary of a Locus is questioned, or a judgment of truth is required, the Jury of Seven (or greater) manifests as the second Disembodied Captain. This body is a temporary fixture of pure discernment, available at any time to rule on a single proposition: Truth or Falsehood. The verdict of the Jury overrules the Embodied Captain and the Locus of Affect if it identifies a previously unseen affected party.
The final and supreme Disembodied Captain is the Two-Thirds Majority. The collective decision of the denizens—regardless of status, so long as they possess the capacity to consent—shall overrule all existing laws and prior mandates. When the Majority declares a proposition, the Archive must be updated, for the People are the only source of the Law’s animation.
Authority is not a status to be held; it is a "ghost" to be summoned. When the shift ends, the Jury dissolves, or the Majority settles, the authority returns to the void. We do not follow leaders; we follow the protocols that lead us.
